The Learning and Skills Council
The LSC exists to make England better skilled and more competitive. They have a single goal: to improve the skills of England's young people and adults to make sure we have a workforce that is of world-class standards.
The Learning and Skills Council is responsible for funding and planning education and training for over 16-year-olds inEngland other than in Universities.
The LSC mission is to raise participation and attainment through high-quality education and training which puts learners first.
The vision is that, by 2010, young people and adults in England will have the knowledge and productive skills matching the best in the world.
With a budget of £8.0 billion (2003-04) the Council operates through 47 local offices and a national office in Coventry.
Established in April 2001 the LSC work covers:
- further education
- work-based training and young people
- school sixth forms
- workforce development
- adult and community learning
- information, advice and guidance for adults
- education business links.

European Social Fund
The ESF is one of four Structural Funds designed to strengthen economic and social cohesion in the European Union. It's main purpose in the UK is to support the annual Employment Action Plan, which sets out how UK policies and initiatives take account of the Employment Guidelines established within the European Employment Strategy.
The European Social Fund aims to:
- help unemployed and inactive people enter work,
- provide opportunities for people at a disadvantage in the labour
market, - promote lifelong learning,
- develop the skills of employed people, and,
- improve women's participation in the labour market
